I can understand Moses' hesitation. When he left Egypt, it was as a criminal. He has been gone 40 years, so he is barely a memory now. He has to go back to convince the leaders of Israel that God spoke to him, and that he is to lead Israel out of Egypt. Think of how it would sound if someone came to either the leaders of Israel or Christianity today. Surely Moses had heard from God, but how would the leaders know that, and why would they trust him? Thus the need for the rod that turns into a serpent (4:3-4), the infecting of his hand with leprosy (4:6-7), and the turning of water into blood (4:9).. Moses performed these signs to the elders of Israel when he met with them (4:30).
