Hebrews 9:9

Which was a figure for the time then present, in which were offered both gifts and sacrifices, that could not make him that did the service perfect, as pertaining to the conscience;

The way into the Holy of Holies was only symbolic of what Christ would later bring (vs 11). These gifts and sacrificse in the tabernacle could not perfect the conscience, because it was an incomplete sacrifice.
