He is assembling the apostles. See Matt 10:2-4.
Jesus went directly to Philip, as compared to Peter, who found Andrew, who found Jesus through John the Baptist (vss 37,40), and Peter, who found Jesus through Andrew (vs 41). Jesus had his plans to collect the twelve to follow Him, but it's interesting looking at the different ways Jesus drew them to Himself - sometimes by direct request, and sometimes through others.
Jesus was the King, the One to be followed, the Son of God, the Messiah, from the start. There was no learning curve, no ramping up of His experience. He did not have to grow into His role. There was no growth in His presentation or knowledge over time. He says Follow Me from the beginning of His ministry, because He was worthy of being followed from the moment His ministry began.
