A King of the Jews was foretold by prophesy (Psalm 2:6, Isaiah 9:6-7, Isaiah 32:1-2, Jer 23:5, Zec 9:9), and the wise men knew Jesus as this when they sought Him as a newborn (Matt 2:2).
Jesus triumphant entry into Jerusalem stated to all His unspoken claim to be the King of the Jews (John 12:12-15). Everyone in Jerusalem knew about this, and many were claiming this title for Jesus. Therefore it was no secret to the Romans. I imagine Pilate really wanted to find out who Jesus was, and what He claimed to be, not expecting the kind of conversations they would have.
"The King of the Jews" was what His crime was labeled as - John 19:19.
