Jesus sought Peter's affirmation of Peter's love for Jesus, and Jesus restored Peter to his duty. For anyone who has not been faithful to God in the way He would have it, the way it used to be, He comes to you and tries to restore the relationship. Is it not the way it was at one time? He wants you back. He asks you "Do you love Me?", waits for your affirmation of love, and then says "Follow Me". He won't say "Follow Me" until he affirms your love for Him. God does not ask for obedience from non-Christians. He wants the relationship first. We need to be careful to do the same, not demanding non-Christians act a certain way (for how can they?).
