Luke 4:18

The Spirit of the Lord is upon me, because he hath anointed me to preach the gospel to the poor; he hath sent me to heal the brokenhearted, to preach deliverance to the captives, and recovering of sight to the blind, to set at liberty them that are bruised,

All the gifts and benefits of the Spirit are with Jesus - it is complete. See John 3:34.
Jesus was anointed. The act of anointing was significant of consecration to a holy or sacred use; hence the anointing of the high priest (Ex. 29:29; Lev. 4:3) and of the sacred vessels (Ex. 30:26). The high priest and the king are thus called "the anointed" (Lev. 4:3, 5, 16; 6:20; Ps. 132:10). Anointing a king was equivalent to crowning him (1 Sam. 16:13; 2 Sam. 2:4, etc.). Prophets were also anointed (1 Kings 19:16; 1 Chr. 16:22; Ps. 105:15). Anointing is placing in a position, with a purpose (as a king may be anointed). Jesus was consecrated, set apart, by God, for the purposes listed in this verse.
Notice that Jesus just did not choose to go - He was sent. He was given a mission by someone else - God.
Jesus was sent to preach - He was a preacher.
The first thing listed is that Jesus was sent to the poor. This elevates their status, and shows his focus. Jesus was sent as a rescuer, of the poor, the brokenhearted, the captives, the blind, and the oppressed. His primary mission was to save those He could help, not to condemn those needing condemnation..
What Jesus was sent to all these people with a purpose - to preach the gospel, "good news". Makes sense - he was sent to those needing good news!
The essence of this passage was that the Messiah had come.
