"Line" here ("voice" in NIV) is really a musical string. This is related to the "voice" (verse 3) we hear through our eyes. The view of God's creation speaks to us, yet not in words, and this voice is available to everyone. It is not dependent on a particular language (vs 3) nor location, for it is throughout all the earth. Every person on the earth has the opportunity to see God's glory in creation.
This is also found in the NT, in Rom 1:19-20 - "because what may be known of God is manifest in them, for God has shown it to them. For since the creation of the world His invisible attributes are clearly seen, being understood by the things that are made, even His eternal power and Godhead, so that they are without excuse."
God will not accept a person saying they were never taught to believe in God, because God has displayed His glory before them throughout their life.
It would be difficult to just view nature and have that be sufficient evidence for us to believe in God, but thanks be to Him for also giving us the earthly life of Jesus and the revelation of the Scriptures.
But even so, as Christians, nature can give God's glory a new meaning to us. Nature can be the school preparing us to fully delight in God.
Doesn't nature also so the power and eternal nature of God? When you study astronomy, and see the vast depths, knowing that God created it, you can see how God has the power to do anything needed in our small lives.
And, to see more of the wisdom of God, study biology (e.g. how our eyes and ears work), chemistry (how the basic elements give us everything around us, complex yet discoverable), mathematics (it is no accident that numbers work so nicely - that is a gift from God), geology (the earth is formed to give us foundation, comfort, nourishment, and materials), engineering (pulleys and gears and levers can be made to make us so much bigger), etc. And study the features of water, e.g. the temperatures that it melts and freezes at, its density when frozen, etc. The world around us was created by God, for us, and is marvelous. Such wisdom and strength. What a glorious creator.
