8:23-24 is praise to God. Solomon lifts up God for His position, His mercy, His keeping of promises.
God is not just in heaven, like a resident of heaven, but God permeates everything, and is bigger than everything (8:27), since He is the creator of all (Col 3:11 - "...Christ is all and in all.").
