This was not a problem unique to Saul. "During the American Revolution the greatest military problem faced by the Revolutionary high command was the recruitment and maintenance in the field of a force numerically large enough to be called an army. From the beginning of hostilities until the treaty of peace the difficulty of securing troops in the first place was matched by the difficulty of preventing their desertion once they had been enlisted. According to one student of the problem at least one half of the militia enrolled during the Revolution deserted.
