God said over and over that the Israelites looking for a king was sin (8:7, 8:18, 10:19, 12:17, 12:19). Why was it sin? - God was supposed to be their king (8:7).
They had a problem - their judges were evil - and yet, they worked to solve the problem not by seeking God and His will, but by doing what they wanted to do. They ignored all warnings, and pushed on. James 4:17 (NASB) says "Therefore, to one who knows the right thing to do, and does not do it, to him it is sin." How does it feel when you know the right thing to do and don't do it? Your conscience will not give you peace - God reminds you over and over not to go forward. And you go, and pay the penalty. In every temptation, God gives you a path out, a way of escape (1 Cor 10:13). Pray that next time you face a temptation, know that God has provided a way out, and follow it.
Contrast how the elders dealt with their problem with how Samuel dealt with his, in the next verse (he used prayer first) (8:6).
