NASB and NIV have better translations of this verse:
NASB - Do not sharply rebuke an older man, but rather appeal to him as a father, to the younger men as brothers,
NIV - Do not rebuke an older man harshly, but exhort him as if he were your father. Treat younger men as brothers,
We are encouraged many times to rebuke and reprove -
Prov 25:12 Like an earring of gold and an ornament of fine gold Is a wise rebuker to an obedient ear.
Prov 27:6 Faithful are the wounds of a friend, But the kisses of an enemy are deceitful.
Prov 28:23 He who rebukes a man will find more favor afterward Than he who flatters with the tongue.
So, the question in these 2 verses is not whether to reprove, but how to reprove.
We are told to differentiate how we rebuke others depending on their age. Basically, we are to treat each other as family should be treated. Whoever we are compelled to reprove we should first examine the family relationship, and understand what God has to say about that particular relationship. E.g. Eph 6:1-4..
Note that in addition to treating each other with respect during rebuke, we are also to make sure to treat sisters with all purity. If men get involved with a woman, especially in a spiritual relationship, it could develop into something inappropriate, and we are cautioned against that here. It allows it, but it tells us to be careful. Knowing men, I generally would counsel against men reproving women.
There must be a great deal of meekness in reproving those who deserve reproof.
