And as they went about to kill him, tidings came unto the chief captain of the band, that all Jerusalem was in an uproar.

A garrison is a body of troops stationed in a particular location, to guard it, of more than 50 men.
The commander of the garrison was named Claudius Lysias (23:26). He probably had the responsibility for the Roman military in Jerusalem.
