Genesis 6:7

And the LORD said, I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping thing, and the fowls of the air; for it repenteth me that I have made them.

See notes on verse 6. This was how God grieved, not that He would carry this out, but that the grief may have led Him to do this.
Note that as God created man, he can wipe out man. We are but dust next to Him.
