Hosea 11:5

He shall not return into the land of Egypt, and the Assyrian shall be his king, because they refused to return.

This child that God raised has rebelled and has refused to repent. Therefore, even though they didn't go back to the pain they endured in Egypt, they will be taken captive by a new ruler, the Assyrians. Not only taken captive, but many will die, and their cities will be destroyed (vs 6).
