Therefore thus saith the LORD God of Israel against the pastors that feed my people; Ye have scattered my flock, and driven them away, and have not visited them: behold, I will visit upon you the evil of your doings, saith the LORD.

Jeremiah 23:2 - Additional Comments
Some of God's many complaints against Judah - the spiritual leaders should be bringing the flock together, but they are driving the flock apart, driving them away. They don't care about them, and don't attend to their needs. They will suffer as a result.
