The period of the Judges lasted about 300 years, roughly from 1400 B.C. until 1100 B.C. Being in a state of anarchy, mixed with civil wars and wars against outsiders, they did not become a great nation until it was organized into a kingdom under Samuel and David.
In the Promised Land, the Canaanites were a threat, both physically and spiritually.
When Joshua died, he left Israel with the charge to conquer the land from the Canaanites, and get rid of all the idol-worship, which was as a result of the Canaanites' influence.
But Israel had no strong central government. They were a confederacy, of twelve independent tribes, with no unifying force, except God. This was a "theocracy", meaning they were to take their direction from God.
But the people did not take God very seriously, and were continually falling into idolatry, and therefore losing their battles.
They lived as neighbors with the Canaanites, and began adopting their religion and way of life. Before long, the lines of distinction between Canaanite & Israelite start to blur.
Israel desperately needed a spiritual leader.
