By this time a lot of men and women of doubtful reputation were hanging around Jesus, listening intently. The Pharisees and religion scholars were not pleased, not at all pleased. They growled, "He takes in sinners and eats meals with them, treating them like old friends." Their grumbling triggered this story.

The tax collectors had a bad reputation, for in Matt 21:32 they were listed with the harlots. Probably many of them were despised not only because of their office but also because of how they ran their office.
What hope Jesus must have finally offered to these rebels. This may have been the only religious person who had even offered them help, for every last one of them ("all") drew near to Him. Jesus had to speak up for them, for the haughty religious leaders surely were not giving them hope.
We see so many came to Jesus for healing, yet here we see multitudes coming to Him solely to hear His words. Tthis should be the primary reason we go to Jesus, not with our wish list, but to hear Him.
