And when Herod saw Jesus, he was exceeding glad: for he was desirous to see him of a long season, because he had heard many things of him; and he hoped to have seen some miracle done by him.

Herod was delighted when Jesus showed up. He had wanted for a long time to see him, hed heard so much about him. He hoped to see him do something spectacular. He peppered him with questions. Jesus didnt answer—not one word. But the high priests and religion scholars were right there, saying their piece, strident and shrill in their accusations.

Herod expected that Jesus would entertain him, by showing him a miracle. I expect there were others who claimed they could do miracles for entertainment.
Not only did Jesus not entertain him, but he did not even socialize with him - he did not reply to his questions (vs 9).
