What an amazing statement! Who could make such a statement? Look at the life he has led in obedience to the law! Look specifically at the ways he has (in his mind) not failed!
As convinced as he was that he had kept the law, he was only blinded, for he could not have. Ignorance of the extent and nature of the God's laws makes people think they are in a better condition than they really are.
This man saw personal righteousness as his road to eternal life. He obviously had been working very hard at it. I suspect that even though he thinks he has been pure in these areas, he has not. The sin Jesus mentions below (greed) Jesus isolates because it is probably the most obvious.
Many people today may feel that they deserve eternal life because they have done more good than harm, in the same way this man does.
