Philemon 1:13

Whom I would have retained with me, that in thy stead he might have ministered unto me in the bonds of the gospel:

Paul longed to keep Onesimus with him because he ministered to him in his difficult situation in Rome. Paul is saying, "I wouldn't keep Onesimus because that wouldn't be right - although I thought of it. If you willingly want to send him back to me, that will be alright."
