Complaining - grumbling or murmuring, showing displeasure, in private rather than in public - talking behind people's backs, fussing, whining
Disputing - inward negative questioning
Verses 12-13 talk about the things we do for God. This verse is saying that the inward heart must have a good attitude about the things we do for God, otherwise we are not "blameless", "harmless", "without fault" (vs 15).
