Here we see the contrast to the rest of this psalm. The wicked - the one who does not fear God and delight in His commandments - will be grieved, will have a heavy heart. He will be in anguish, and will fade away (in contrast to the legacy in vs 2). And his desires will not be fulfilled - he will be an empty person.
