Worse followed. Refusing to know God, they soon didn’t know how to be human either—women didn’t know how to be women, men didn’t know how to be men. Sexually confused, they abused and defiled one another, women with women, men with men—all lust, no love. And then they paid for it, oh, how they paid for it—emptied of God and love, godless and loveless wretches.

Romans 1:26 - Additional Comments

This is so obviously a statement from God against the sins of homosexuality. It is describing passions. Normal, natural passions are between a man and a woman. It is against nature for a woman to have passions for a woman, and a man to have passions for another man (verse 27). It is shameful - they should be embarrassed who do it. It is sin, and they pay the penalty for it. They are debased, and the things they do are not proper or fitting - just completely inappropriate (verse 28).
Three times (vs 24, 26, 28) here it says God gave them over to it, He in effect abandons them, allowing them to do it, even though what they are doing is wrong, because God gives them choices, but they are making the wrong choices.
