Exodus 7:3

Once again (Exo 4:3) Moses is warned that Pharaoh will not give in to Moses' requests. Pharaoh's heart was already hard, but God made sure it stayed hard. The purpose is so both Israel and the Egyptians will clearly see God working, and know who the Lord is (vs 4-5).
Did God make Pharaoh sin by hardening Pharaoh's heart? James 1:13-14 says "Let no one say when he is tempted, "I am tempted by God"; for God cannot be tempted by evil, nor does He Himself tempt anyone. But each one is tempted when he is drawn away by his own desires and enticed."
Pharaoh hardened his own heart (Ex 8:15, 1 Sam 6:6). God had a purpose in Pharaoh's heart being hard. God merely knew that the circumstances would harden Pharaoh's heart. God had a purpose in the circumstances, and that was to show Himself clearly, to free His people, and to provide wealth to them. God purpose was not to harden Pharaoh's heart. It could have read "As a result of what God did, Pharaoh's heart hardened." Plus, God foreknew Pharaoh's heart condition.
