God, not man, does the evaluation of the value of the foundation. Many church or Christian activities stand or fall, depending on the heart. Is it done for the Lord, to serve Him, or by routine, altruism, morality, etc.? The purpose must be for Jesus Christ, and not self interest (Benny Hinn), otherwise all the work will be gone, burnt by fire (vss 12-15).
Notice the focus is on how we build, not what we build - that is God's responsibility (vs 7).
