1 Samuel 1:23

And Elkanah her husband said unto her, Do what seemeth thee good; tarry until thou have weaned him; only the LORD establish his word. So the woman abode, and gave her son suck until she weaned him.

She stayed home and nursed her son until she had weaned him. Then she took him up to Shiloh, bringing also the makings of a generous sacrificial meal—a prize bull, flour, and wine. The child was so young to be sent off!

Both her husband, devout as he was, and God, allowed for Hannah to miss the trips to Shiloh to worship. Even though there are rules or process, God allows for rules of exception, if appropriate, as when Jesus said you could heal or retrieve lost sheep on the Sabbath (Matt 12:10-13).
