Every year this man went from his hometown up to Shiloh to worship and offer a sacrifice to God-of-the-Angel-Armies. Eli and his two sons, Hophni and Phinehas, served as the priests of God there. When Elkanah sacrificed, he passed helpings from the sacrificial meal around to his wife Peninnah and all her children, but he always gave an especially generous helping to Hannah because he loved her so much, and because God had not given her children. But her rival wife taunted her cruelly, rubbing it in and never letting her forget that God had not given her children. This went on year after year. Every time she went to the sanctuary of God she could expect to be taunted. Hannah was reduced to tears and had no appetite.

Elkanah was a devout man. We may think they were all devout back then, but with all the trouble that the tribe of Israel seemed to have, this may not have been so common. In fact, it turns out the 2 sons of Eli, Hophni and Phinehas, who were the the Levites chiefly employed in the house of God, did not have a heart for God, but did evil. The priests were not doing their duty, but Elkanah did.
God had tied worship to Shiloh, and had forbidden worship anywhere else. Thanks be to God we no longer have to live under that restiction. Shiloh was the center city of their faith. Jerusalem did not become the center, their capital, until the reign of David.
Even though the devotions did not diminish the divisions, at least the divisions did not diminish the devotions.
