It does not say why Hannah was barren, but it does say that God was the source of the closure of the womb. God chose to close it at this time, and later God chose to open it (vs 1:17).
The bottom line is God is in control, God has placed great value and love on each person (Matt 10:29-31, 1 John 4:16), and He wants the best for us (Jer 29:11, Matt 7:11).
God may grant your requests immediately, over time, or never. It is the same as what a parent would grant a child. There are just some wishes of the child that the parent chooses to never grant. And this is totally out of love.
