The men of Jabesh, Israelites, feared Nahash and his army, so they offered to be enslaved by them to avoid a battle. Nahash agreed only if the men of Jabesh would each put out their right eye (vs 2). Obviously the men of Jabesh did not want that, so they sought help from the rest of Israel. Now that Israel had a king, they came to Saul instead of to their judges or prophets.
