Isn't it interesting how Samuel regularly held conversations with God? If only we could commune with God like that!
What passion Samuel had for the things of God. He was mourning God's rejection of Saul as king due to Saul's rejection of God. God is not blaming Saul for mourning, but for mourning in excess. Mourning is sorrow, a heavy heart, due to the current events, the current state of affairs. But it may not mean the one in sorrow wants to reverse the events. Samuel mourns because of God's punishment of Saul, but knows it is right, just as you might mourn at the death of an aged person, knowing the time was right. You may even mourn when a child leaves the home, knowing it is right.
Saul was told to fill his horn with oil, for he would be needing oil to anoint the new king, just as he had used oil to anoint Saul as king (10:1). He used the oil on David (16:13).
Jesse is the father of David (16:19).
