1 Samuel 16:2

Note the depth that Samuel's wickedness had obtained, that he would be willing to kill God's anointed prophet Samuel. And, Samuel had seen this wickedness in Saul.
Samuel was not disobeying, he was just curious and fearful about the trip God was sending him on. Don't you think if God gives you an assignment, He will provide the means and take care of you to accomplish it? Yet, even someone as close to God as Samuel hesitated with fear. We all have fear, but we need to become convinced that God will take care of us.
God told Samuel to be deceptive, to conceal his primary purpose for the trip. He allowed Samuel to not be completely up front with his intention, because his heart was pure in purpose. This reminds me of those who hid the Jews from the Nazis. God blesses it when the motives are pure. But be careful - by far most of the time we do this type of deception for selfish purposes.
