Anointing symbolized God's choice, to be set apart for God's service (Christ was anointed by God - Acts 10:38).
Even though God was telling Samuel where to go, He still was leaving out a lot of details. He told him to go anoint a king, but didn't tell him who!
As a prophet, he might sacrifice when and where God appointed him; God set it so he truly came to sacrifice, thought he had also a further end, which he was concealing.
