Then said they, What shall be the trespass offering which we shall return to him? They answered, Five golden emerods, and five golden mice, according to the number of the lords of the Philistines: for one plague was on you all, and on your lords.

Since all of you—leaders and people—suffered the same plague, make replicas of the tumors and rats that are devastating the country and present them as an offering to the glory of the God of Israel. Then maybe hell ease up and not be so hard on you and your gods, and on your country. Why be stubborn like the Egyptians and Pharaoh? God didnt quit pounding on them until they let the people go. Only then did he let up.

They were to make 5 golden tumors (see notes on 5:6), symbolic of the hurt God put on them, and to make 5 golden rats (i.e. attacking, nibbling mice), symbolic of the hurt the rats did on their land (vs 5).
