God said in essence, so, you want to have a king? Alright then, you asked for it... and then God outlines what it will mean to have a king, things (8:11-17) that would be hard for them to take (8:18).
Despite all these warnings, the people pushed forward with their sin (8:19), and justified it (8:20).
