"Ministers" in Greek implies one who waits on a table. It may indicate a minister, deacon, or servant. Everyone is a minister of God, a servant for others.
"Commend" means to exhibit, to show to others.
Paul is saying our servanthood is to be visibly clear in each of these situations.
1 Thess 5:17 says we are to pray without ceasing. This certainly implies we are to serve without ceasing. Notice it tells (vss 4-10) when, where, and how to minister. Significantly, it encourages us to minister even during very rough times when it might seem like we would be the ones needing ministering (during tribulations, distresses, in prison, during dishonor, when dying, when chastened, when sorrowful, when poor, when you have nothing).
