Picture a farmer preparing for the coming year. He is planning to eventually reap a harvest. He understands that if he places so many seeds in the ground, he will reap so much of a harvest. Do you think he is nervous, because of the cost of seed, to plant much? Does he plant little, saving the cost of seed, in case he won't get a good return? No. He knows that he will reap what he sows. He has that faith, that confidence. That same faith, that same confidence, is what God asks of us, when we financially plant seeds for His kingdom. We will reap the reward consistent with what we've planted.
Is the farmer annoyed at the beginning of the planting season that he has to spend all that money on seed? No, he knows the harvest will result. How do your react when God places a need in front of you?
The implication in this verse is to give bountifully. What does that mean? What does that mean to you? Can you look back at the past year, and say you gave bountifully? How can you give bountifully?
When you give, you will receive - it's a law of God. Sow small, reap small; sow big, reap big. See Malachi 3:8-10.
You need to tithe. In Gen 14:20 (also Heb 7:2) Abraham tithed from the war spoils 500 years before Moses gave the Law.
Gen 28:22 Jacob vowed to tithe, again before the Law.
Jesus indicates we need to tithe, but Tithing without love loses its meaning.- Luke 11:42.

You are not tithing to the church, you are giving it to God. If you give it to God, God will honor the gift, even if the church misuses it (e.g. older people giving to some TV evangelists). God is well-pleased with sacrifice (Phil 4:18). Offering is part of our worship to God. See note on Acts 3:6.
