2 Corinthians 9:7

Every man according as he purposeth in his heart, so let him give; not grudgingly, or of necessity: for God loveth a cheerful giver.

It thrills God when you give with pleasure. God ants every person to give according to their heart. What if this was preached? Are we to give only with what we can give with pleasure, with cheerfulness? God's purpose in giving it to do a work in our hearts. This fits the 3 priorities God has - 1 - our relationship with Him, 2 - our character, and 3 - circumstances. The actual size of the give only affects circumstances - not that important. The size of the gift given cheerfully affects the first 2. See the example give in Mark 12:41-44.
Getting to this state of cheerful giving also pushes aside many of the character traits God hates - covetousness, jealousy, greed, and selfishness. In contrast; it generates enrichment in everything, and it generates thankfulness to God (vs 11). What riches we will have with cheerful giving!
This verse talks to every man. None are excluded. This is a universal principle that applies to every person. It is a fact of life.
Note that the person "purposes" to give. He plans for it. He doesn't happen to give by accident, or by emotion. This bountiful giving should also be well thought out, otherwise it is likely much of it will never be seen.
Note who benefits - God, for he loves this is us, the recipient, who can glorify God and draw close to Him, and us, the humble character and faith that develops with cheerful giving.
