2 Peter 1:21

For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost.

As Moses confesses in Numbers 16:28, Moses has not done the works of God of his own will, but in the direction He received from God. No prophesy ever came through the person's own will, but only came through the Holy Spirit. False prophets speak completely on their own (Jer 23:16). The Holy Spirit ensured the accuracy of the words we have received.
