First off, you need to know that in the last days, mockers are going to have a heyday. Here we see the beginning of a discussion of why 2 Peter was written. It begins by discussing those who scoff at the second coming. These scoffers will appear in the last days, the days preceding the second coming. It seems that the reason why it refers to them as walking after their own lusts is because that is the underlying reason why they scoff. They want to satisfy their lusts, and anything that prevents that will be mocked.
When the early Christians talked about the last days, they felt as though they were in the last days, that his coming would happen within the first generation of those who knew Christ (see 1 Thess 4:15). Since it was coming to the end of those days, scoffers began to appear, saying nothing has changed since the beginning of creation (verse 4).
