Thus saith the LORD; For three transgressions of Tyrus, and for four, I will not turn away the punishment thereof; because they delivered up the whole captivity to Edom, and remembered not the brotherly covenant:

Amos 1:9 - Additional Comments

Tyre was northwest of Galilee, on the coast of the Mediterranean Sea. They, like Gaza, also delivered up Israel to Edom. And like Gaza, fire will destroy the city.
They are being reproved for breaking a treaty, a brotherhood treaty with Israel.
