A lion has roared, therefore, knowing that there must have been a reason for it, we should fear, because that reason may very likely be that he is hungry!
God has spoken, therefore, knowing that there must have been a reason for it, we should react to respond to why He spoke -- for us to know and obey Him. But pay close attention to what God is trying to get through to Israel here (verses 9-15).
Also, as the lion's roar is a warning for immediate actions, based on events to come, so too is the words of the Lord. Pay heed to what they say, and take immediate action, lest the events to come in the warning take place.
