The Jews through tremendous study and cautious living felt they could become complete in God through the ceremonial law. The paradox is that many of those who were most dedicated to this actually missed out on what God really wanted.
Matt 23:27 "Woe to you, scribes and Pharisees, hypocrites! For you are like whitewashed tombs which on the outside appear beautiful, but inside they are full of dead men's bones and all uncleanness."
And yet, we become complete in Him, not through ceremony or great effort, but through faith. There is no striving - it is more of a letting go and giving it to God.
We are complete in Him regarding sin and salvation, yet we are becoming complete in Him, regarding our spiritual maturity:
James 1:2 Consider it all joy, my brethren, when you encounter various trials,
James 1:3 knowing that the testing of your faith produces endurance.
James 1:4 And let endurance have {its} perfect result, so that you may be perfect and complete, lacking in nothing.
