The purpose of the law was not to make people alive but to hold them in sin until Christ came.
Why couldn't the law make people alive (verse 21)? And why did it shut up people under sin? See Rom 8:3-4. It could not do away with sin in people's lives nor could it empower people with the Spirit. So the reason the law could not give life (vs 21) was not due to its own defect but to defect in the people. In fact (Romans 8:7), without the Spirit the only choice we can make is to be enemies of God.
The law can't make people alive because they are ruled by the flesh and are devoid of the Spirit that could enable them to obey. This means wherever the gospel is proclaimed, but the Spirit is not present, the only choice people will make is more rebellion.
So the law was given so that the deep rebellion of man could be exposed and so that sin would become exceedingly sinful.
See Ezekiel 36:26 - God promised them he would come in a change their heart. And in Rom 8:4 Paul announces that day has arrived.
We are utterly dependent on grace to remove our heart of stone and give us a soft heart of faith and love. Repentence, humility, gratitude -- let your heart be filled with these as you recall, "where sin abounded, grace much more abounded" (Rom. 5:20).
One reason you may only see a trickle of blessings instead of showers is because you have a layer of sinful muck at the bottom of your life with no intention of doing anything about it. You need to bring your sin to the cross, that grace may abound.
