Hebrews 11:40

Those in the day of Paul received "the promise" (verse 39), i.e. Jesus Christ. They got to see who the Messiah was, and receive the gift the Messiah bought, His sacrifice for them. Since no one is perfect without the sacrifice of Jesus, no one is perfect without "the promise" being fulfilled. So, no one is made perfect apart from "us", meaning from what we have in Jesus, meaning really from what Jesus gave.
