Only Moses and Aaron could approach the mountain. The mountain was so terrifying that even Moses was afraid (vs 21). Yes we now have direct access to God (vs 22-24), and it is a peaceable thing, not a fearful thing. Before God spoke from earth, but now He speaks from heaven (vs 25).
