And my people are bent to backsliding from me: though they called them to the most High, none at all would exalt him.

These people still call to God, but not with their hearts - it is a false religion - there is no relationship with God. See also Matt 7:21-23, those who said Lord Lord, but did not know Jesus, and how Jesus reacted to them. This is the state of Israel - they go through the motions of religion, but in vanity.
