Notice that Jesus didn't correct Thomas for his exclamation in the previous verse. This in effect is Jesus verifying what Thomas claimed, that Jesus is God.
Why did John write his gospel? Because the rest of the world needs to believe without seeing.
This is the culmination of John's discourse of who Jesus is and why He came -- He is the Lord God, and He came so we may have a relationship with Him. He reiterates it in verse 31.
