Jesus knew Nicodemus' heart, so He knew why he came. Even though Nicodemus hadn't posed a question directly, Jesus knew what he was looking for. So Jesus responded (the verse even says Jesus "answered" him). Nicodemus must have been looking for how a person could arrive at the kingdom of God, because Jesus knew his heart, and that is the question Jesus answered.
Note it is not enough to admre Christ or believe in who He is, but you must be born again. This is quite an interesting statement to make, for it must have sounded confusing. So Jesus goes on to explain.
