Howbeit Sisera fled away on his feet to the tent of Jael the wife of Heber the Kenite: for there was peace between Jabin the king of Hazor and the house of Heber the Kenite.

Jael stepped out to meet Sisera and said, "Come in, sir. Stay here with me. Don’t be afraid."    So he went with her into her tent. She covered him with a blanket.

Heber was a Kenite, but at this time was living separate from the Kenites (vs 11).
Apparently, at the same time the Kenites were at peace both between Jabin and the Israelites, but favored the Israelites, because of what happens to Sisera (vs 17-21).
