Amazing that Luke was able to have the viewpoint that he had a *perfect* understanding of the events, especially since they were given to him by word of mouth. Maybe he saw that God had given him the understanding, and therefore was able to view it as perfect.
What a way to address a person, as "most excellent". This actually signified Theophilus' position, as either an important Roman official or a member of the equestrian order (The Eques were the knights, the cavalry of the early Roman state. As was common in ancient societies, men had to pay for there own equipment. A man with sufficient wealth to pay for the upkeep of a horse was put into the equestrian order.).
